Mit dem Vertrag von Versailles 1919 wurden Deutschland sämtliche Kolonien abgesprochen und Namibia zum Mandatsgebiet des Völkerbundes erklärt. Nachdem sich der Völkerbund 1946 auflöste wurde Südafrika als Mandatsmacht eingesetzt.  
 
Südafrika weitete seine Apartheid-Politik auch auf namibisches Territorium aus (z.B. Einführung von "Homelands"), woraufhin die Vereinten Nationen im Jahr 1946 Südafrika aufforderten, Namibia in die Unabhängigkeit zu entlassen. Das rassistische Südafrika weigerte sich strikt, und erst im Jahr 1966 entzog die UN dem Land das völkerrechtliche Mandat.
